A. PARTICIPATION
The organizer of the 14th International festival of cartoon ZAGREB 2009 is the
Croatian Cartoonist Association. The festival is opened for everyone regardless of nationality, age, sex, or profession.

B. THEME
BASIC HUMAN NEEDS (food, drink, clothing,...)

C. ENTRIES
Conditions of entry:
1. Original works and digital artwork will be accepted. Digital artwork is to be numbered in pencil on the front and pencil signed.
2. Entries can be either black and white or coloured.
3. There should be the name, the surname and the adress on the reverse side of cartoons.
4. The cartoons must not have been previously awarded on festivals.
5. Maximum 3 entries will be submitted.
6. Size of entries is A4 or A3 format.

Only on explicit request will remaining (original) works be returned to the owners at the expense of the organizers.
The organizer reserves the right to reproduce the works sent to the festival, Zagreb 2009, as the advertising material without being obliged to pay a fee to an author whose work may be used.
The prize-winning works become property of the organizer.

3rd International Exhibition CarCaricature - Zagreb 2009

This year 3rd International Zagreb car caricature exhibition 2009 marks the 111th anniversary of the car's first appearance in Croatia. The car was driven by Count Marko Bombelles to his home in Vinica near Varazdin.
Since those early days, in all its guises, the car has become an essential part of everyday life. "His Majesty", the car, has become so necessary for work and play that it is difficult to imagine any activity which does not involve the use of an automobile. From basic functions such as travelling to and from work, to every other type economic, sport, cultural, political, recreational, tourist, health, military, police or "romantic" pursuit. It is omnipresent, ever desirable and IRREPLACEABLE! Life without a car is unimaginable. We ask ourselves how did we manage to live without the car for thousands of years.
What do we do with cars that are not in use anymore or are unusable - commonly known as car wrecks??? Those irresponsible throw them everywhere. They abandon all mighty cars in woods, rivers, lakes, seas, national parks and even on islands.
So our focus this year as well as a theme is going to be Car wrecks and Car waste.
With this theme we want to interest authors from around the world to warn public of a need to preserve nature and to change bad and unexpectable life style with the new one that respects basic principles of ecology. We are also joining the eco-action "Lets Clean Croatia from Car wrecks" - that was started by Zagreb's photograph Romeo Ibrisevic. So far as a result of his initiative there was over 11.000 old cars removed from parks, woods, rivers, and lakes in Croatia.
Opening of 3rd exhibition will take place in Zagreb in a lobby of City Government on 5th of June as a part of World Environment Day celebration.
The right to healthy and clean environment according to Croatian constitution is undeniable right to every man, woman or a child. Last year June 5th World Environment Day echoed a message from Marijana Petir, Croatian Parliament Environmental Protection Committee Chairman, who warned everybody with her explicit message that everyone has to accept responsibility for their actions and that we have to change our living habits so Earth can stay, as it has been for thousands of years so far, place where we can live in accordance with nature so future generations can have the same quality of life we have had, if not even better.
This is fantastic opportunity for caricaturists from all around the world to "speak up" through their drawings and show advantages and disadvantages of their majesty - the Car.


A Note from the Organizers
1. All cartoonists (and those wishing to be one) on the planet Earth have the right to participate.
2. Each entrant may submit a maximum of 2 cartoons.
3. All cartoons must be made on either A4 or A5 paper size (but not smaller than A5 or bigger than A3).
4. Cartoons must be submitted on paper, (either drawn or as a computer print) and signed by the artist. Photocopies and other forms of duplication will not be accepted.
5. Cartoons will be exhibited following selection by the judges appointed by the Organizers, Huna d.o.o. Zagreb.
6. The Organizers will present the following awards:
GRAND PRIZE 4,000 Eu or 30,000 Kn
1 PRIZE..1,000 Eu or 7,500 Kn
2 PRIZE. 800 Eu or 5,500 Kn
3 PRIZE..500 Eu or 3,500 Kn

Two special recognition prizes: each 300 or 2.200 Kn
In addition to monetary prizes, each winner will receive a certificate.
7. Each participant in the exhibition will be represented in the exhibition catalogue with one cartoon selected by the Organizers.
8. Every artist whose work is exhibited is entitled to a free copy of the exhibition catalogue.

9. The subject matter of the exhibition is: Our everyday car - Car waste and Car wreck.
10. Prizes will be awarded by a committee of at least seven persons, of whom five will be sponsor representatives and two will be experts appointed the Organizers.
11. Cartoons which are awarded prizes become the property of the sponsor awarding the prize to the artist or remain the property of the Organizers.
12. Cartoons which are not awarded prizes become the property of the Organizers or, at the explicit request of the artist, can be returned (on payment of shipping costs) or may be collected from Huna d.o.o. 30 days after the exhibition.
13. All exhibited artists give the right to the Organizers to use, publish and exhibit cartoons, without compensation or payment, for the promotion of future exhibitions and projects.
14. The Organizers reserve the right to utilize cartoons with third-parties to promote the artist and the exhibition.
15. By submitting cartoons to the 3rd International Car Caricature Exhibition Zagreb 2009 the artist agrees and accepts the terms of participation.

General Rules and Regulations

The Main Theme for the PortoCartoon 2009 is CRISIS.

Knowing that the most global word of the moment is Crisis and that this phenomenon has several readings and consequences, the humour must face it. There are crisis for all tastes and temperaments- from the ones we ever knew to the ones "the lords of the world" invent periodically- this is the choice of the organization of PortoCartoon.

In addition to participating with cartoons on the main theme, the cartoonists can also send works for the Free Category, as per the previous editions.

The artists who do not wish to compete can send their works to the EXTRA-COMPETITION section informing of this decision.

- The works should not exceed 42 x 30 cm (DIN A3).

- Works must be originals and any kind of graphical technique will be accepted, including digital artwork if the prints are SIGNED and if they are PRINT NUMBER ONE.

- The works should present on the reverse the following information: authors name and address, title, theme section and year. The author's CV in Portuguese or English (publications, exhibitions, prizes) should also be sent.

-The works should arrive at the PORTUGUESE PRINTING PRESS MUSEUM until the MARCH 31ST 2009, with the entry form. The participation in PORTOCARTOON means automatically that the author is waving copyrights of his works in any kind of support (including web pages), concerning the production and diffusion of the festival.

The awarded works will become property of the PORTUGUESE PRINTING PRESS MUSEUM and will be part of the INTERNATIONAL CARTOON GALLERY. The others will be sent to the artists, if formally requested, after its public exhibition during the PORTOCARTOON and possible exhibition in other cities and countries. In case of using non-awarded works in other cases except PORTOCARTOON exhibition or its promotion, copyright payment will be made to the artists whenever it takes place.

-All the artists whose works are selected for the exhibition will receive a catalogue.

- The prizes will be delivered in a public ceremony.

PARTICIPATION REQUIREMENTS:
1-This contest and exhibition is open to all professional and amateur
cartoonists of any nationality, religion, and background
2-Subjects-Topics: Cartoons against destroying the olive trees, olive, olive industry, olive oil, olive branch, olive tree, cutting olive trees, benefit from olive etc...
3-The minimum and maximum sizes of each cartoon
to be submitted must be A4 and A3.
Cartoons can be drawn in any colour
There shall be no frame nor any bandages around the cartoons
4-The cartoons must be original... Photocopies and technically produced
(from the computer) cartoons will not be evaluated.
This type of cartoons will only be exhibited or will be put
in the album if approved by the selection committee...

Regulations
1. Theme: Dinosaurs and other extinct animals.
The illustrations may portray the animals as life-like appearance,
including their natural habitat, or any found fossil remains.
2. Identification: The illustrations must have an accompanying
document that clearly and unequivocally identifies the author
and contains the authors name, age, e-mail, phone number,
postal address and country. The artworks title should include
the names of the depicted species.
3. Participation: Any person over 15 years of age, of Portuguese
or other nationality may participate.
4. Sizes and techniques: The minimum admissible
size is 148 x 210 mm (5.83 x 8.27 inches).
There is no maximum size. Framed works are preferred,
although the frame is optional. All illustration techniques
and materials are accepted. The submission,
with the art work, of a CD with the digital version
of the art work is a positive valuation factor.
5. Digital imagery: Digital images must have a minimum definition of 300 dpi,
real size, uncompressed. In addition to the CD-ROM a printed
copy should be supplied. These materials will not be returned.
6. Art work selection criteria: The art works will be selected based
on their scientific accuracy and on the quality of the employed techniques. Art work that has been submitted to previous editions of the DIIC is not admissible.
The following are preference criteria:

* Illustrations of Portuguese species
* Animals depicted as life-like appearance, set in their natural habitat.
7. Calendar:
* Submission of art work: up to May 31, 2009.
* Exhibition and announcement of contest winners: up to July 31, 2009.

12. Reproduction rights: When submitting artwork the author implicitly
accepts the present Regulations and gives to

the artwork and advertise the contest, including,
but not exclusively, in books, through the Internet,
on promotional materials, editions, publications,
museum support and scientific studies,
while GEAL agrees to always reference the author in

The Aydin Dogan International Cartoon Competition is held every year in Turkey
by the Aydin Dogan Foundation.
The competition is open to professional and amateur cartoonists from all over the world.
The Jury, composed of international members, will meet in June 2009.
The XXVI. Aydin Dogan International Cartoon Competition will be celebrated with an
award ceremony in November 2009 in Istanbul.
PARTICIPATION RULES
1) Choice of subject is free.
2) Only original cartoons or internet print outs signed by the cartoonists will be accepted
for the competition. Photographs, photocopies, etc... will not be accepted.
3) Size of cartoons should not exceed 29.7 x 42cm (A3 paper size).
4) Participants are expected to send the filled out participation form, with a short curriculum

Menyambut "International Women’s Day" 8 Maret 2009 dan Hari Kartini 21 April 2009, Museum Kartun Indonesia Bali mengadakan Lomba Kartun Nasional dengan tema: "Perempuan Indonesia Masa Kini". Dengan tema ini kami mengundang para masyarakat Indonesia untuk menciptakan ide-ide visual kartunal yang diharapkan dapat memberi inspirasi tentang eksistensi perempuan Indonesia saat ini.
Latar Pemikiran
Melalui perjuangan panjang para pendahulu untuk memperjuangkan kesetaraan gender, para Srikandi Indonesia seperti RA Kartini, R. Dewi Sartika, Martha Tiahahu, Cut Nyak Dien, SK Trimurti, dll, perempuan Indonesia mencapai kemajuan-kemajuan pesat sebagai warganegara, setara dengan kaum lelaki. Tidak lagi terkungkung dengan segala tabu dan aturan-aturan yang sebenarnya malah memenjarakan mereka dalam keterbelakangan. Keterbukaan dan kebebasan membuka perspektif baru terhadap kiprah dan perilaku perempuan Indonesia masa kini. Peserta lomba diharapkan dapat membuat tanggapan terhadap situasi di atas melalui humor kartun yang khas.

Graphical Humor Contest 2009

1- Any professional artist or amateur can participate in this aid.
2 -The subject of the aid is the SNAIL.
3 -The participants can send a maximum of 3 works to compete, as long as they have not been awarded previously in another contest.
4 -The works (only in frame, you cant send strips or comics)
can be made with any pictorial technique, with unique format
of A-4 size (210 mm x 297 mm) or proportional.
5 -Works without words will be only accepted, in Catalan,
Spanish or English languages.
6- It is precise to send works, solely by electronic

, 300 points of resolution in format JPG or JPEG.
7- The term of work admission finalizes the 1 of April of 2009.
8- The works must go accompanied of a card that includes the name,

to the winning work, of 1,002 euros; the trip in Lleida
for two people and, if therefore it express the winner,
two nights of lodging in the city with data in determining
by the organization to attend the collection of the prize
that will give day 22 of May of 2009. It is recommended
not to vary the data of the trip since the expenses that
any change of the arranged data generates are in charge of the winner.
Also, we will distinguish a work among 50 by popular votes.
This distinction wont offer economic reward but
the organization will send a diploma to the artist.
10 -The decision of the jury will be unquestionable.
11- The composition of the Jury will be compost by

The art of the cartoon is play in its pure state.

In a essay by B. Bettelheim on the importance of play in children,
this passage by Freud has been quoted: "The favorite
and most intense occupation of a child is play.
Perhaps one can say that a child at play behaves like a poet,
in that he creates a world of his own, or rather he re-arranges
the things of his world in a new way that pleases him".

There was Mr Bonaventura, ingenuous child-adult and Bibi & Bibo
(the Katzenjammer Kids), two urchins addicted to playing
cruel pranks. And then, in more recent years, the world of Charlie Brown,
Linus and Snoopy, with their unforgettable domestic-philosophical
view on the adult world. And today the Simpsons -
a mixture of irony, cruelty and the everyday nature of urban life.

The world of the comic is often directed at children and their games,
in order to illustrate the world of adults.

"The Children Are Watching Us" was the title of a film that De Sica
wrote together with Cesare Zavattini in 1943. Beyond the content of the plot
(a beautiful melodrama
), the title was well-chosen as it captured in
the bedlam that is our adult world (even more relevant today than then
),
a certain perspective on life which was like a ray of light;
a spotlight that illuminates the dark.

REGULATIONS

The town council of Tolentino is proposing and organizing
the 25th International Biennial of Art Humour, which this year
will take place between 11 July and 25 October 2009.

1. The Biennial is open to artists from all over the world,
each of which can participate in the "City of Tolentino
International Prize
" dedicated to satire art. Each entry consists

of a maximum of 3 unpublished and original works, of any size,
technique and form of visual art.

A special prize dedicated to photography as original expression
of humour in art will also be awarded. Any works of art on any paper support will be accepted.


2. The theme for the 2009 Biennial is: "THE CHILDREN ARE WATCHING US"
(
and laughing at us)

3. The last entry date for the competition is 27 March 2009,
by which date the works of art must be registered with:

Each work of art must have a entry form in which the following
information is provided: The artist's name, surname, pseudonym,
a short biography, address, title of the piece, techniques used,
sales range in which the artist would like to insert his piece,
address where the work of art must be returned to.

Attachment of the signed participation card is essential fo
the admission to the competition for each work of art.

4. The organizer will provide and assign, for each piece on display,
the price range chosen by the artist from 500
10001500 Euro.
20% of the earnings will go to the relevant organizer.
The winning works of art will be excluded from sale and
will become the property of the International Museum
for Art and Caricature Humour in Tolentino.

5. The pieces must be sent carriage free. They will only be accepted
if they have no tax, customs fees or any other fees to be paid by the organizer.

6. The town council of Tolentino, of who will be organizing
the event, assure the maximum care, guardianship
and supervision of all pieces, declining all responsibility
of eventual theft, fire or ungovernable events while in
the care of those involved in the event or during transportation of the works of art.

7. The acceptance of each piece, their selection for exhibition
and the assigning of prizes is carried out by a jury nominated
by the city of Tolentino's administration department. The jury's decision is final and cannot be questioned or appealed.

9. The jury will give out the following prizes:

International Prize "City of Tolentino" - Biennial winner 5.000. The Biennial winner

will be the guest for the following Biennial (2011) and will have his own exhibition

(max. 30 works of art);

2nd Prize of Euro 3.000;

3rd Prize of Euro 1.500;


The jury also awards:

The "Cesare Marcorelli" Career Prize;

"Luigi Mari" Academy of Humour Prize;

Other special Prizes.


10. The works used in the exhibition will be returned, at the cost of
the Organizer, not before the 30th day after the scheduled closing date,
apart from the possible postponement of the closing date by the organizer.
Exception goes to those works of art expressly donated to the Museum of
Art
and Caricature Humour in Tolentino by the artist.


Those not used for the exhibition will be returned to their owners
at the cost of the addressee.

The organisers refuse all responsibility regarding theft, fire, damage,
etc that might occur during transport. Tax and customs fees will be paid by the artist.

11. The International Biennial of Art Humour organizers are authorized
to use and copy the selected works to be inserted in their official
exhibition catalogue, with as many examples as they deem necessary.
The organisers are permitted to also publish the same works,
even through reproduction, in a wide distribution also in the internet.
They are also entitled to publish the works on any resource and
even for commercial purposes. The artist will be mentioned,
in reproductions of their works, in familiar ways.
The artist will automatically consent to the free utilization
of their works be it imaginatively, educationally, creatively
or for public enjoyment, without any compensation.
The artist must renounce all rights to any type of compensation.

12. A participation Diploma will be given to all artists selected
for the exhibition. They will also have the right to a copy of the Biennial catalogue.

13. Participation in the 25th International Biennial of Art Humour
competition requires full and complete acceptance of the regulations stated.

14. The regulations are published in Italian, English, French,
German, Spanish, Arabic, Chinese and Japanese. In case of doubt, refer to the Italian text.

What is a "Cartoon?:
It is an original cartoon that reflects a positive theme.
The theme for 2009 is "Dreams of Peace."

Who should enter?:
The Cartoon Contest is open to anyone interested in participating.
All ages and levels of artistic ability are invited to submit an entry (ies).
Deadline for entries: March 31, 2009. Winners only will be notified by May 1, 2009.

Judging:
Entries will be judged in two categories: Adults (age 18 or older) and Students (under age 18)
Cartoons will be judged by a panel of professional cartoonists, educators, Museum staff and others.
Entries will be judged on creativity, originality and message. All judges' decisions are final.

Prizes:
A $1000. prize will be awarded in each of the two categories.

How to create a Cartoon:
A Cartoon must be your original creation.
Cartoons featuring copyrighted or pre-designed clip art or other images are not acceptable.
You can create your Cartoon freehand or electronically.
Cartoons may be created in black & white or in color.
Cartoons must include a graphic; text is optional.
Each Cartoon must be presented on a separate 8.5 x 11 sheet of paper.
Cartoons may be any size provided they fit on an 8.5 x 11 sheet.

How to enter the contest:
There are no entry fees; no purchases of any kind are required.

Tentang Kontes / About The Contest

Tahun 2009 merupakan tahun ke-tiga Garuda Indonesia International Photo Contest yang diluncurkan pertama kali tahun 2007 dan merupakan media untuk mengajak seluruh fotografer berkomunikasi dan memperkaya budaya fotografi diseluruh dunia. Tahun ini kontes tetap mengusung nama ‘Garuda Indonesia International Photo Contest 2009’.

2009 will be the third year of Garuda Indonesia International Photo Contest which is launched in 2007 as a medium to encourage all photographers all around the world to communicate and enrich photographic culture for every photographer. This year the contest is still stated as ‘Garuda Indonesia International Photo Contest 2009’.

Ini merupakan kontes dua babak: Qualification Round and Final Round.
This is a two round contest: Qualification Round and Final Round.

Babak Kualifikasi
Pada tahap ini, Anda dapat berpartisipas dengan mengirimkan foto-foto terbaik baik yang telah diolah digital maupun yang tidak diolah digital.
Daftarkan foto-foto Anda dengan ukuran yang telah ditentukan dengan maksimal panjang/tinggi 1,024 dan piksel maksimal 150 dpi dan maksimal 1 peserta mengirimkan 10 foto.

Qualification Round
At this stage, you can participate in the contest by send your best photos with or without Digital Exposed.
Submit your photos with specific size max. length/height 1,024 with pixel max 150 dpi and max 10 photos per each person.

Tema Babak Kualifikasi adalah ‘My Lens, My Eye’ yang berarti apapun yang ditangkap oleh lensa kamera Anda merupakan apa yang dilihat oleh mata Anda. Melalui tema ini, Anda diharapkan dapat memberikan gambaran mengenai Negara Anda melalui tiga aspek yaitu aspek Masyarakat, aspek Budaya dan aspek Lansekap.

Theme of Qualification is ‘My Lens, My Eye’, which means everything your capture through your lens is describe what your eyes seen. Through the theme you describe your country from 3 aspects are People aspect, Culture aspect, Landscape aspect.

Di Babak Kualifikasi, Anda dapat mengirim foto dari periode waktu 27 Februari 2009 sampai dengan 17 Mei 2009.
Penjurian Babak Kualifikasi dilakukan pada awal Juni 2009 dan juri akan memilih 15 finalis untuk maju ke babak selanjutnya.
This round will accept your photos within period 27th February 2009 until 17th May 2009.
Qualification Round Judgment will be holding on earlier June 2009 and Judges will choose 15 photographer participants who are going to Final Round.


Babak Final
Babak Final merupakan tahap lanjutan setelah Babak Kualifikasi.
Pada tahap ini, 15 finalis akan diundang untuk melakukan perjalanan Hunting Trip ke tujuan wisata di Indonesia.
Pada lomba tahun ini, Babak Final akan diselenggarakan pada bulan Agustus 2009.
Proses penjurian akan dilakukan sehari setelah Hunting Trip dilaksanakan.
Pemenang lomba Garuda Indonesia International Photo Contest 2009 akan dipilih oleh dewan juri berdasar pada foto-foto hasil Hunting Trip.

Final Round
Final Round is following stage after Qualification Round.
At this stage, 15 Finalists will be invited to a Hunting Trip to a destination in Indonesia and compete each other to making a best photo on specific time.
This year contest will be holding Final Round on August 2009 to two destinations in Indonesia.
Judging process will be planed one day after The Hunting Trip.
The Winner of Garuda Indonesia International Photo Contest 2009 will be choose by Judge Board based on their Hunting Trip result photos.
